How come some products contain the warning "known by the state of California to cause cancer"?

Question by Rob: How come some products contain the warning "known by the state of California to cause cancer"?
I mean, don't other states know this as well? Why is it only California that knows this stuff and not Rhode Island, or Arkansas?
